Sustainable development Dien Ban urbanization process

Until now, Dien Nam - Dien Ngoc New Urban Area has over 70 urban and commercial housing development projects implemented, of which 7 completed projects are handed over to local authorities for management. The development of the new urban area along with Dien Nam - Dien Ngoc Industrial Park and the coastal tourist route has fundamentally has changed the eastern part of Dien Ban - from the white sandy area, unfavorable agricultural production - has formed a young urban area with many development prospects.

Over 15 years of construction investment, Dien Nam - Dien Ngoc new urban area is facing challenges of development space, creating many difficulties and insufficients for the organization of planning management, construction investment management:

- Legal documents of phase 2 and 3 planning projects have ever incomplete; some approved 1/500 detailed planning projects do not meet the economic-technical criteria, there are many changes in functional zones, changes in frame infrastructure systems; public land fund is narrowed. Detailed planning of waste water drainage and environmental sanitation projects in the direction of using common surface water drainage systems is not compatible with current construction standards ... Frame infrastructure systems have almost not builted. The scale of the project is small and fragmented without the linkage and lack of linkage with existing areas.

- Urban development has not been yet associated with settling livelihoods, changing jobs for people losing productive land.In addition, the inadequacies of policy mechanisms on compensation, site clearance and resettlement slow down the urbanization process, which poses many social problems that need to be addressed.

      In order to solve these shortcomings, Dien Ban Town People's Committee is reviewing and adjusting the 1/2000 subdivision planning in Dien Nam-Dien Ngoc new urban area along with adjusting the general planning of Dien Ban urban area, with the orientation of bringing Dien Ban into a class III city before 2030. At the same time, implementing many programs and projects to solve social security for urban areas in particular and the whole town in general.

- Coastal urban, which axis on the foundation of Dien Nam - Dien Ngoc urban area will continue the urban and marine tourism space of Da Nang and Hoi An, restructured transport system and "green space" to expand and upgrade the landscape of the sea and Co Co river for urban activities. Adjusting the transport structure helps to reach the sea space, Co Co river and urban green space most conveniently from many directions.

- Vinh Dien riverside urban axis develops in the direction of East - West. It is necessary to focus on technical measures to ensure the maintenance of saline water drainage in the East - West direction of the whole region. The landscape of Vinh Dien riverside is the main public space of the city in association with commercial activities, services, cultural entertainment. Priority areas for development are the focal locations of national highways - provincial roads, provincial roads - provincial roads.

     For Dien Nam-Dien Ngoc New Urban Area, based on the planning approved by the Prime Minister, refer to the newly promulgated regulations and especially on the basis of adjusting the general planning of Dien Ban urban, review a djust, focus stage 2 and 3. As follows:

- For land use planning: Adjust and supplement land use plans to ensure technical and economic targets, harmonize solutions between approved 1 / 2,000 projects and match the actual situation of urban development. There are plans to supplement public land and urban greenery. Assessing the feasibility in the plan of relocating some large-scale cemeteries to the concentrated cemetery area. Proposing to retain areas of the natural drainage corridor of the town.

- Infrastructure: Update main roads which have been under construction (Tel 607, DT 603, urban main axis); adjust, match, unify the building lines of urban main roads; updating planning of Co Co river, an important landscape axis of the new urban area.

- Leveling surface water drainage: Determining areas where construction is banned to ensure natural drainage corridors of urban centers; additionally completing the rainwater drainage system does not cause local flooding. For projects along Co Co river located on the natural drainage corridor, it is necessary to calculate the appropriate main sewer size to ensure good drainage.

- Waste water drainage: Planning the entire waste water treatment system (including the path system and waste water treatment plant). For projects previously planned and designed for wastewater together with surface water drainage, separate sewage drainage systems must be separated.

Adjustments should be linked to redefining the boundaries for each specific project. That means there will be no free space between projects; New investment goes hand in hand with embellishing existing residential areas. Therefore, it will affect the exploitation area of ​​some businesses. However, in order to have a sustainable urban development, it is necessary to comply with "the spirit" of the approved general plan, and at the same time boldly adjust the inadequacies of some projects. Along with adjusting the planning and development of urban projects, the province and town will deploy the project of dredging Co Co river, investing in the main axis of the city, Nghia Tu bridge and investing in infrastructure of Nam Duong industrial cluster, Thuong Tin and An Luu aim to settle jobs for people; building civilized streets associated with cultural wards ... Synchronously implementing the above measures will basically solve the shortcomings after 15 years of development, continue to improve the lives of urban residents and push quickly the process of sustainable urbanization development.
